When Marilla is unable to find a brooch, she assumes Anne is a thief, which confirms her suspicions. By sending her away, the Cuthberts “return” her to the orphanage. She returns to the orphanage, but she is frightened to enter because of the bullying she suffered there, so she goes to the train station instead.
